Well, there's "some settings are managed by your organisation", and then more recently there's 'Windows Insider Program manages this option'. Don't feel bad about not understanding - nobody does. Or if they do, they're not talking
So it's Microsoft being Microsoft again, gotcha. I will reboot it.

I have seen the issue I am reporting cited by many others. In any case, I'd sure like to get rid of it, and none of the gpedit/registry hacks put forward so far address it.
This was posted in the initial install thread and works to turn the Frequency off. It makes it NEVER !

Run this in the Elevated Command Prompt:

    reg add "HKLM\Software\Policies\Microsoft\Windows\DataCollection" /v "DoNotShowFeedbackNotifications" /t REG_DWORD /d "1" /f

But will it make the red notices go away? I am away from station at the mo, but will try it later and report back.

Not quite sure if the problem is specific to this update. It installed fine, but now Windows Update keeps asking me to restart the computer to finish the installation. It obviously doesn't do anything since it's already installed.

    Sorry, it's in French.

Same problem, reboot required and settings are managed by organziation

I have the same problem as PocoShin.

After windows installed KB4103721 I get "reboot required" and "settings managed by organization" errors and "shut down and update" instead of "shut down" every time. Countless reboots couldn't fix it. Tried everything to solve it, used windows troubleshooting, deactivated my antivirus, deleted local software distribution update files, deleted the update KB4103721, reinstalled the update manually. None of it worked. I am afraid that Windows Update service is broken for me now. Should never have upgraded to 1803.
