It is a cumulative update. I don't think anyone claimed it was a new release.
According to some articles online there most likely is no April 2018 Mobile Update (feature update 1803) available and the announcement was probably an error - an auto generated page.
The page that briefly announced the April 2018 Mobile Update on the Microsoft site was soon after removed and was replaced with "Get the Windows 10 Mobile Fall Creators Update":
