The version on my 950 is 1709 build 10.0.15254.401. There are no new features as far as I am aware. Phone is running without any problems.
LOL....that means, like me, you're still running FCU. I was just testing your assertion - there's actually no April Update for Mobile. This post should be closed

It is a cumulative update. I don't think anyone claimed it was a new release.

According to some articles online there most likely is no April 2018 Mobile Update (feature update 1803) available and the announcement was probably an error - an auto generated page.

The page that briefly announced the April 2018 Mobile Update on the Microsoft site was soon after removed and was replaced with "Get the Windows 10 Mobile Fall Creators Update":

Microsoft support changes mind about Windows 10 April 2018 Update for Windows Mobile - MSPoweruser

Microsoft already confirmed that it was no longer focused on building new Windows 10 Mobile hardware or features, and with no new features means there's no need for any new builds. Windows 10 Mobile will forever remain at Redstone 2 with the feature2 branch as a result.

    Also:

On October 8, 2017, Microsoft executive Joe Belfiore revealed that the company would no longer actively develop new features or hardware for Windows phones, citing its low market share, and the resultant lack of third-party software for the platform. Microsoft had largely abandoned its mobile business, having laid off the majority of Microsoft Mobile employees in 2016,[97] and having focused software efforts on providing apps and services compatible with Android and iOS instead. Development of Windows 10 Mobile will be limited to maintenance releases and patches

....In October 2017, it was revealed that Microsoft had ceased active development of Windows 10 Mobile due to its low market share and the lack of third-party development for the platform, and that the operating system would only receive bug and security fixes until December 2019.
