    I think they are nice because it's an easy way for me to check the weather and see how cold or warm it is by a single button click on my keyboard. It seems to behave normally today though.

    Yes - the Task bar does it along with a majority of the Icons on the Desktop. 1709 didn't do that. But I'm thinking it maybe refreshing to insure that Icons don't get scrambled like they were doing in the past. There are several threads on this subject in the General section.

    Exactly same here. I was using a giant recycle bin icon but have since changed it to the smallest it can get, as well I moved it to the far corner of a different monitor where I won't see it refresh unless I am looking at it directly. I am tinkering with different looking taskbar (transparent, clear, blurred and normal) to see which is best to avoid it showing as much.

    I cannot find anything in Event Viewer that shows what it is. No events are logged when it happens. Others have the same refresh so I really have no idea why some do and some do not.

    There was a bug in an NVIDIA driver a while back that used to do noticeable refreshes in Chrome. Very annoying.
