I can move Edge around fine. Even when maximized, if I grab on top (left click an hold) in the center, it unmaximizes and moves.

Standard user accounts are a bit finicky with Task Scheduler but I tested this method
1. Run this as Admin
NtfsDisableLastAccessUpdateTask.ps1
You will now have a Task called Update FileSystem - double click on that and click Change User/Groups button and go advanced etc and select "Users"
2. Save this file to "C:\Users\Public\WindowsPowerShell\Scripts"
NtfsDisableLastAccessUpdate.ps1
Sign in as Standard user and UAC should prompt for Admin password when you hit the desktop.
I did a clean install on my HP EliteBook Folio last night. The only problem I ran into was that MCT didn't want to write my flash drive the first time so I had to reformat it. Something was definitely screwy with my old install because after the clean install, reinstalling my apps, and restoring all my files, my overall disk usage is almost 30GB smaller!
I did run into a couple of issues so far. HP SoftPaq Download Manager fails to connect to HP's FTP server to get software updates so I had to go to HP's support webpage and manually download/install all of my drivers. Also, If I use any version of the driver other than the old one that the update initially installed for my Synaptics fingerprint reader, Windows Hello won't work at all. It won't accept new fingerprints to replace the ones that were deleted during the driver install.
I did encounter a few pleasant surprises with the update. My USB Bluetooth dongle's internal LED started working again. Also, the Settings app doesn't crash when clicking "Set Defaults by App" anymore. It also seemed to fix an odd issue I was having with Edge (and IE11) where it would skip some of the images when printing a webpage. Edge also seems a lot faster. I had a look at the about:flags page and it seems that they enabled TCP Fast Open, Fetch Networking, and (on my machine at least) set the renderer to the Canary version by default. I may actually stick with Edge now. I also really like the new UI changes throughout the OS.
