No, it's for everyone. Even the newsletter/site Tweakers.nl which I follow announces it that the update will go on monday! :)

The Media Creation Tool and the Update Assistant will give you 1803 from 30th. but looks like the actual rollout, pushing it through windows update, won't begin until the 8th. May.

MS did something similar for 1703...

Ok, I got that too(the other pic was from the tutorial), maybe Release Preview is handled differently, need to ask @Brink if he knows, or has seen anything about this difference.

Problem is you will not get tonights cumulative update if not on Insider if you have not installed it.
