Nope, I don't use Edge at all.

I am not 100% sure the times are matching as I didn't notice exactly when I last saw it. I have a bunch of Event 1001 with explorer.exe in Event Viewer:

    C:\ProgramData\Microsoft\Windows\WER\ReportQueue\AppHang_explorer.exe_d1bd8ada4b3a5cd571838bf1c6b68f b04c3359_968cc01e_7ace4978

I will see if the time matches exactly next time it happens but this seems to be the cause of it. I have already ran sfc and it came back clean. Not sure what else could cause this on a clean install.

EDIT: Ok the Event 1001 is not related. Taskbar refreshed and Event viewer did not report that error at the time of the refresh.

Ok I have a question for any and everyone running 1803 now. Does your taskbar refresh from time to time even when you are doing nothing but looking at the screen? Mine was doing this when I upgraded to the Insider version of 1803 and I just passed it off as a bug in the upgrade. It is now doing it on a clean install.

It is not a problem but rather just annoying as ***. Just posting to make sure I am not the only one seeing this. :)
I see this from time to time, but not just starting with 1803 - it's been happening for quite some time. Many months.

On both my PC and my laptop, keyboard was not properly applied. E.g. when I type @ on the keyboard, on the screen " appears.
I don't get that part? You may try the troubleshooting section for the keyboard and see if you get the expected result.
Settings>Update & Security>Troubleshoot>Keyboard>Run the troubleshooter. Language packs may also be an issue if en-US is not alone.

I always thought when the taskbar refreshed, Windows was updating apps?

I encountered a problem with applying the correct keyboard. Apologies if this has already been reported, but 800posts were too much to read.

On both my PC and my laptop, keyboard was not properly applied. E.g. when I type @ on the keyboard, on the screen " appears. I have to correct the keyboard selection to English US, and then it is OK. But it seems that on restart, the problem reappears.

Can anyone help me with a permanent fix?
I get swapped keys on my Raspberry Pi, it defaults to UK keyboard layout. Once I change it to EN US it sticks though. What Installed languages do you have? Somebody like @Kari can likely sort out what's going on. He runs multiple languages.

Same for me on both machines. Happened in previous version and does in this too. It is almost imperceptible as it’s so quick.

Add or Remove Keyboard Layouts in Windows 10 | Windows 10 Tutorials

Open the options for default display language:

The first (top most) keyboard layout will be the system default layout. In my case, let's say I would like to make US English my default input language, I would need to remove all layouts listed before it by selecting them one by one and selecting Remove. In my case now I would need to remove Finnish and UK English to get US English on top of the list:

Size:	44.2 KB

I would then add Finnish and UK English back to the list, they would go to bottom of it US English remaining on top as default keyboard layout.
