    Doing a "Fresh Start" fixed the issues I was having opening several Microsoft apps.

    Is anyone else having issues with "Background Apps" resetting to "On" after every reboot? Also Edge keeps periodically reappearing as a Background Process in the Task Manager when I never use Edge, I'm convinced that the whole Background Apps system is just stuck on "on" in 1803.

    I'm not seeing that. The only setting issue I have seen so far is in Settings/Apps/Startup - the settings there cannot be changed in terms of them sticking and taking effect. I have to change them in task manager or with ccleaner and then it will reflect the change. Also, in Settings/Privacy/Diagnostics and Feedback.. Feedback frequency is greyed out and is being managed by Windows insider program...

    It's not just crap, it affects 1709 stability and creates a disturbance when dual boot. When removing related partitions, the UEFI partition must be re-write.

    Dunno bout those Startup Apps but the Feedback issue is an easy fix with gpedit, go to Computer Configuration > Admin Templates > Windows Components > Data Collection and Privacy and set "Toggle user control over Insider builds" to Disabled.

    I have noted earlier posts on this....which are intrusive and a bloody cheek to put it mildly....they have even greyed out any alternative option.

    This on a non insider Update.....have made my point of view known on Insider.....not that I think they will take any notice.

    About the feedback issue, I believe you can at least change it to "never" by creating and running a .reg file with the below contents.

    Change Feedback Frequency in Windows 10 Windows 10 Tutorials

    Code:
    [HKEY_CURRENT_USER\Software\Microsoft\Siuf\Rules]
    "NumberOfSIUFInPeriod"=dword:00000000
    Worked for me in 1709. Haven't tested in 1803.

    Not me. Background apps stays off.
