Actually, that's not necessary. If you check for updates over a metered connection you'll get a 'Download' button that will tell Windows to download the updates over the metered connection.

    Attachment 186202
True but if you do set it unmetered it just goes ahead and does it anyway, which, once I've decided I want the update(s), is what I want to happen. Sort of "Six or 2 threes" I'd say.

I had Feature Updates deferred for 180 days. I reset the deferred period to zero and I now have this update. It's strange it has been blocked by the Feature Update setting when it's not a feature update. Maybe this is another MS mistake?
My Desktop system is doing the same thing. I have a delay for 10 days and the last CU that came down, never got to my Desktop system while my two laptops (1 Intel, 1 AMD), got it immediately. Probably because they are HOME systems, vs the Desktop which PRO.

I tried to install this upgrade, download is OK but after restart and appr. 95% system writes that it's not possible to finish instalation and it is going on recovery point. I tried this upgrade 7-times with same results.
My hardware: HP Pavilion Power 15, i5-7300hg, SSD, Win 10 1709
    Pls. help.
Your Windows Update databse is probably corrupt. Some simple steps you can take to troubleshoot the problem:
1- run sfc /scannow in elevated command prompt. If it finds some integrity violations that it cannot fix, go the next step
    2- run dism.exe /online /cleanup-image /checkhealth and
    dism.exe /online /cleanup-image /restorehealth
I think you should run the latter whether or not you find integrity violations

3- After the aforementioned attempts, try to check for Updates again.
4- If step 3 still doesn't give the expected result, you can try to reset Windows Update:
Reset Windows Update in Windows 10

5- If after all that, you are still having issues with downloading the latest CU, your last resort would be an in-place upgrade (repair install):
Repair Install Windows 10 with an In-place Upgrade
I really hope that can help

Have you tried MS Catalog? See post # 1 for the link. Pretty rare that HP resist to the MS Catalog. There is also the Win 10 troubleshooter: Settings>Update & Security>Troubleshoot>Windows Update> Run the troubleshooter. You may also try to delete the content of Software Distribution: C:\Windows\SoftwareDistribution

Run Disk Cleanup is another option.

Edit: SoftwareDistribution properties shows 14.5MB for size on disk after running Disk Cleanup. What are you reading there?

I have had no issues with this new build. Windows seems to be about the same, one can but hope. :)

@Bree Sad individual that I am, I woke up thinking about this issue today (I know - i should get out more )

Referring to posts 68 to 70 above, might I also respectfully refer you to this oldish thread Allow Automatic Updates over Metered Connections in Windows 10 Windows 10 Tutorials .
As we know, Windows Pro and Home differ in this regard but even on Pro, I've found that doing what you suggest in #70 (using the Download button, with networking metered) doesn't always download it all especially with big updates.

I'm not trying to score points here @Bree (I wouldn't presume to do so ) but these are my experiences.

Thanks all, I stopped Windows update service now untill to solve it or to wait on new update on next Tuesday.
IronZorg89: thanks, I will try all steps you write and I hope that can help too.
MikeMecanic: I tried MS Catalog - it does not help, I tried also to uninstall antivirus (Eset) and stop firewall - nothing helps.

Which version were your experiences with @VBF? It makes a big difference.

As I said on that thread you linked to, metered connections worked as intended in 1507 and 1511, were broken with the release of 1607, still broken in 1703 but fixed in 1709.

Set Wireless Network as Metered or Non-Metered in Windows 10 (post #51)

In 1607 and then in 1703, with metered connections turned on cumulative updates ignore the 'metered' state and try to download anyway, hanging at 2% until you turn off metering. You never got shown the 'Download' button as you should (but you did get asked when the only update was a Defender definitions update).

Fall Creators Update 1709 seems to have resolved both those issues. Checking for updates over metered connections now appears to work as intended...

Ah....I'm completely forgetting about anything earlier than 1709 as, to me, it's irrelevant
in all honesty I cannot remember what the buttons did before 1709 but I realise it's relevant to this discussion.

So MY comments in 68-70 refer to 1709 and, I think, in that context they're still valid - would you agree @Bree ?
