    It's RTM when MS has released it to the general public or they have made an official announcement that "THIS IS THE SCU". Until then, it's an insider build, as all the others are too, which are not released to the masses. :)

    I just installed this update. Man was this one fast, about 25 minutes from start to finish. No problems right now.

    RTM = Release to Manufacturing, or the process of making CDs, putting them in a box, and then getting them out to customers. RTW = Release to Web, which is making something available for download.

    Once again one system downloaded but no voice recognition by Cortana yet the mic recorded without problem. Had same issue with different system last build. Go figure.
    Returned system with problem to 16299.371 and Cortana and voice commands work.

    Then downloaded 17134 again and everything works!
