Well I joined Insider Release Preview on 4/21/2018, so would think it would be settled maintenance wise by now, but will wait a few more days, and see how things go
Mine does the same after every reboot:

It takes a couple minutes after reboot, then all is well again. If you have a 3rd party antivirus installed the Defender tray icon will also turn red until this process completes. I tested it in another thread to help another user.
Oh ok Thanks Access Denied, guess nothing wrong with my system per say if others have same issue, so just will relax and see if fixes with future cumulative update

Defender Update refused numerous times....solved by running Windows Update Troubleshooter….then doing a Virus Threat Protection scan.
