    No need to keep downloading the MCT. Just run the MCT you have already got, the first thing it does is check for a newer version. As soon as a new one is released it will tell you to download it. It will only show the software agreement if you are running the latest MCT.

    This is a new feature in the MCT, starting with the one for 1703.

    Unless you want to be in skip ahead (RedStone 5, experimental) : not. You're as up to date as you can be on RS4 at the moment.

    The current MCT downloads all the files necessary to install 1709, build 16299.15 (the base build of 1709). Depending on your choice of "Update this PC" or "Create an ISO", when the download is complete it will either start the install or build the install media ISO.

    It is a legitimate action to 'upgrade' to the same version you are running, so this will be allowed. An in-place repair install is often recommended as a fix for problems that cannot be sorted out by sfc or dism repairs.
    Repair Install Windows 10 with an In-place Upgrade

    If you're 'making media for another PC' then it takes no notice of the version your PC is running. It will make the 1709 media regardless.

    After this update, I lost Cortana, and a lot of modern apps are suspended. I'm from USA and my language is English (US). I don't know how to fix it. Any help is appreciated.
