    Odd issue...

    Updated to 16299.371, after reboot had no mouse cursor.
    A second reboot seems to have fixed it.

    Ahh.. There are a couple of registry entries here.. HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion that can be changed. Otherwise depends ...

    That must be the version number of The MCT. The SCU version number is 1803

    that was a quick download and install
    sfc /scannow repaired a few files
    everything seems to be working
