    It shouldn't. I can't change DNS on my (ISP supplied) router as they have locked it. The ISP can of course do whatever they want but this test shows that at least in my case the settings in Windows has overridden the router settings (as it should).

    Weird:

    Norton ConnectSafe

    You can configure your network router (Wi-Fi or directly connected) to use Norton ConnectSafe. All computers and devices that connect to the Internet through this router will use Norton ConnectSafe with the selected protection policy.
    Will test network adapter configured to use Google DNS and see what happens.

    Using the router instead of the setting in Windows is a set it once and all connected devices will use the same DNS settings.

    The only way my router can give me DNS is if I turn my PC IP settings to automatic for DNS. If I do that with Cloudflare set in the router, it gives me Cloudflare as the first two DNS and then adds in the ISP DNS under them. Even testing like this, my DNS comes back as Cloudflare with no issues. My router is a modem/router combo in one device from my ISP.

    I can see the same on my android using Chrome testing for DNS (Cloudflare, no issues).

    I have the router and my PC both set with Cloudflare and it works great.

    I found Cloudflare was slower than my Virgin Media default DNS connection using the Gibson DNS benchmark. Site http://www.whatsmydnsserver.com/ shows the default Virgin Media DNS server when DNS settings are set to auto and a Cloudfayre DNS server when I use DNS servers 1.1.1.1 / 1.0.0.1
