Solution: Turn off all bling bling and switch to Windows Command Prompt. I did this year's ago because Explorer and the Shell is so freaking annoying.
Please forgive my ignorance... Could you please elaborate?

That exact same phenomena occurs when you are scrolling thru a long list with Explorer, and it jumps back to the top line entry! Reason: If you have your colors set to pick an accent color from your theme slideshow, every time the background changes, the title bar changes, which triggers a screen refresh. Emptying the recycle bin changes the trash icon from a full one to an empty one, wham! Refresh!
I dont use that setting though its not even checked. Also by your definition of it changing the icon from empty to full being the reason then older versions of Windows should of done this too, they do not its only Windows 10. Plus refreshing the desktop and taskbar are two different things.

I got the 17133.73 update and a Flash update and it all looked good. After a while WU had a message about a problem installing an update and said "Retry" I hit retry and it ran WU again and said I was up to date.

Now my Update History is blank and it previously showed the new updates correctly. This is on 2 systems.
Control panel shows the correct updates.

I just this minute tried running Windows Update on version 1803/17133.1 and it reports all up to date.

Translation: Turn off all bells and whistles you do not need. Windows will run better. Then learn to use Command Prompt and PowerShell if you want to be really efficient. Some tasks can however only be done in Explorer so this might not apply to everyone(thumbnail view etc...)

Currently I can do most my daily tasks straight from CMD, even with Explorer process completely killed. Not that convenient, but I have been forced to learn when I have had issues with Explorer instabilities.

In my Fast ring insider VM, everything shows as it should.

    But...
On my host, that I just changed over to RP ring this weekend(nope, I didn't want to wait for the real launch),
like you, my update history is blank also.

On Release Preview my Bluetooth speakers once again are having connection problems ( on three separate computers ).

First have to disconnect then reinstall....problem then being each time they come on full blast with no means to instantly mute or adjust the volume until they have annoyed both myself and probably my neighbours....I can then of course mute them afterwards....VERY ANNOYING.

Yes, very annoying. For most parts BT works somewhat stable, but my headsets refuse to play anything and get's disconnected within seconds after connection. Something is off in the BT stack.
