not all Windows Insiders in the Release Preview ring will see Build 17133

It suggests the above, I saw this yesterday.. It will no doubt be a rolling update meaning that not all Insiders will get it at once. Will find out at 1:00PM DST or sooner/later

According to Zac Bowden, rollout has been delayed. My suspicious from my earlier post was probably on the point. We'll see very soon.

The Insider Release Preview version running Fine on Laptop Machine, and AMD FX Desktop, Intel I7 Desktop updated via ESD Made iso, working perfectly fine, so unless it's the Intel Virtualization blocking some systems from upgrading via Windows Update method of Release Preview, having no issues here at the moment, rock solid stable so far here on all the systems. Waiting to do one other machine til final, as dread updating that slower one as yet lol
