No, I was using v1709 build 16299.334 until about two weeks ago when I decided, as an Insider, to switch to the latest RS4 build which at the time was 17128.1 since I'd read it was near-final. A few days later build 17133.1 was released so I again upgraded to that and have been on it ever since.
I have very few issues relatively speaking and everything seems to work fine, especially games which is the main use for my PC, and it has been 100% stable. I even fixed the broken Windows Media Player issue, which was still reported as broken even after uninstalling and reinstalling it followed by a restart! The fix it seems was to use K-Lite's Codec Tweak Tool to switch from 32-bit to 64-bit WMP!
In my experience, there always some oddities and quirks as a result of the upgrades but many are fixed via cumulative updates over time. Some are fixed by doing an in-place upgrade again from the ISO installed to a USB stick once the Media Creation Tool is released which is what I intend to try.
Good to hear I'm not alone with this issue. Sounds like exactly the same behaviour I am seeing although once I did see the window open for a prolonged amount of time although it was just showing the spinning cursor.
The Event log reports it's an issue with Ntdll.dll which is a system file. It may be a bug as a result of doing an upgrade. I suspect people doing clean installs may not have this issue. It may be reported as a bug as more people upgrade to v1803 as that is what the majority of people will do, no doubt. Not everyone has the time or patience to do clean installs with every major Windows update and, IMO, it really should not be necessary in 2018.
