The rollout nechanism checks suitability of pcs to get upgrade and for some defers the upgrade which is why a small minority wait 3 months or even longer. In many cases, it probably requires the driver vendors to 'catch up'

It took about 6 months for FCU to appear on one of my non-insider machines. I did however get a lot of other fixes and patches including new drivers.

get 17127 ISO from MS (tutorials are here on Tenforums) and do an in-place upgrade.
