This upgrade was a complete disaster. Booted to a Black Desktop that was non-functional - even in safe mode.
I will try to install from the ISO I made. Fortunately Build 17623 of what is now known as Windows Server 2019. I could restore a backup image of an earlier build but I'm not sure why I should bother. I'll need to wait until the end of April while Fast ring catches up with Skippy. Debian Unstable is doing fine.
I noticed that when its starts installing, the windows setup installer only uses one core, and it was maxing out that core.
I think it would be alot faster if the installer was multi threaded.
These last few builds installed very quickly without any issues during installation and during daily use. I guess that Microsoft will be releasing the RTM version VERY soon.

If I'm understanding you correctly, you're asking when is the "locked-down" version released to Insiders. Generally in the past, the final (to be RTM) is released to the Release Preview Ring (one step down from Slow) about a week, week and a half, prior to general release (RTM). It's then updated/fixed/corrected/polished/etc. with cumulative updates until everybody in Redmond has had their say. Then, popped to the public. That's how we got 16299.15, not 16299.0. That .15 was a cumulative to the base that was set in concrete and became FCU. Hope I explained that ok.....
You explanation is on target. Microsoft boxed them selves in with the release of 16300 for skip ahead builds for RS4. Otherwise FCU would have probably been released as a 163XX.0 build. The only alternative left was to increase the delta number. Hence 16299.15 which was a new build not a CU. Usually RTMs have 0 as the delta and then CUs increase the delta. 16299.15 is unique in that respect. That will most likely not happen again, but with Microsoft who knows. Note that skip ahead build for RS5 started at 17600 which gives Microsoft more numbers to use.

I've gotten my old Dell back in working order, and am throwing an 80 GB SSD into it so it can stay on Fast ring instead of Skippy builds. I'll install FCU on it by the end of the weekend and throw it up, hopefully just in time for the Spring Creator's Update to be released.
