That's 'month' normally - but no, a cumulative update includes all updates (except the ones that have been superseded) issued since 1709 was released (as build 16299.15). Separately, there are similar CUs for 1703 and 1607. Only the fixes a CU contains that you do not yet have will be downloaded by windows update.
Also "they provide only ONE" is not strictly true either. There IS an update that only has the fixes since the last CU, but it's only available as a standalone installer from the update catalog, and it's called a Delta update, not a cumulative one.
Scramjet : The message appeared when you ran the update search engine and showed that the update was pending. Or it was in the update history.
When the patches come out they are cumulative right ?That is to say that they contain the new ones and also the replacements or new versions of the previous ones.
Everything mentioned here is already in the .bat file from Brink's tutorial: Reset Windows Update in Windows 10 @Bree has already pointed that out in one of his posts, and it can be verified by reading the tutorial. All in all, it boils down to the same as the tutorial.

There is always only 3 main updates for Windows 10 for all the editions:
- Adobe Flash
- Latest cumulative update which sets the ".309" version.
- Latest servicing stack update
Each update for one of those 3 items replace the last one issued.
