That's what they do for Win 7. For Win 10 the monthly updates are cumulative from the previous upgrade.
OK ... so that means this latest Update includes all the updates since the FCU, right?

...what I think is means that, on Patch Tuesday, instead of MS providing a bunch of Windows Updates, they provide only ONE. And if that is true, this means that this update is only ALL the updates for the week...
That's 'month' normally - but no, a cumulative update includes all updates (except the ones that have been superseded) issued since 1709 was released (as build 16299.15). Separately, there are similar CUs for 1703 and 1607. Only the fixes a CU contains that you do not yet have will be downloaded by windows update.

Also "they provide only ONE" is not strictly true either. There IS an update that only has the fixes since the last CU, but it's only available as a standalone installer from the update catalog, and it's called a Delta update, not a cumulative one.

Except those that have been superseded. It will however only apply those you don't already have.

Scramjet : The message appeared when you ran the update search engine and showed that the update was pending. Or it was in the update history.

When the patches come out they are cumulative right ?That is to say that they contain the new ones and also the replacements or new versions of the previous ones.

When I read here about the cumulative update (KB4090913) I went to windows update to see if it was there. It was picked up and installed, then it required a restart to finish. All went well until it went into Windows desktop. Then it displayed the message "A restart is required to finish installing" . Checking the update history I could see the pending restart there indicating it was not completed even though my system was showing the new version. I kept reading for a solution and also found that the (KB4090914) should be installed. When I tried to install that one, it was already installed. MS Community support replied to me and I done the option I explained to you before and all went well. Then I checked the updates again and it picked up (KB4088776) and installed and restarted and all was successful. So my system is without error messages once again. :) The option I posted for you above fixed my pending update.

This may be a question for Brink or one of the other experienced members here. They can explain how the cumulative updates work.

Let's see if the Windows Update troubleshooter can diagnose the issue. Also, let's run a startup repair and then check the behavior of your device. Go to Settings > Update & security > Recovery > Advanced startup. From the Advanced startup screen, click Troubleshoot > Advanced options > Startup Repair.
It is also possible that the system’s data store and the download folder got desynchronized, resulting in your Windows Updates not working properly. Let's try clearing the Software Distribution folder where all of the updates are stored. Doing so will force Windows Update to download fresh. There’s nothing vital here. Windows Update will recreate what it needs the next time you run it. Please note that doing this will also result in losing your Update history. Moreover, the next time you run Windows Update, it will result in a longer detection time.
First, you'll need to stop the Windows Update related services by following these steps:

    1. Right-click on the Start menu and select Command Prompt (Admin).
    2. Type the following command one after the other and hit Enter:

    net stop wuauserv
    net stop cryptSvcnet stop bits
    net stop msiserver
Then, follow these steps to empty the Software Distribution folder:

    1. Launch File Explorer and navigate to: C:\Windows\SoftwareDistribution\Download
    2. Delete everything within the folder. Do NOT delete the folder itself.
    3. Restart your computer and give Windows Update another try to see if the issue still exists.

Now, let’s restart the Windows Update related services by typing the following commands one after the other and hitting on Enter in Command Prompt (Admin):
    net start wuauserv
    net start cryptSvc
    net start bits
    net start msiserver
To close the Command Prompt (Admin), type Exit and hit on Enter. Restart the computer.

    Note:
I did not do the Startup Repair. I was afraid it would disable some of my free giveaway apps I have installed.
I started at the steps to stop the services and then I chose the option to deleted all the files and folders inside the C:\Windows\SoftwareDistribution\Download.

    This worked for me!

Everything mentioned here is already in the .bat file from Brink's tutorial: Reset Windows Update in Windows 10 @Bree has already pointed that out in one of his posts, and it can be verified by reading the tutorial. All in all, it boils down to the same as the tutorial.

There is always only 3 main updates for Windows 10 for all the editions:
    - Adobe Flash
    - Latest cumulative update which sets the ".309" version.
    - Latest servicing stack update

Each update for one of those 3 items replace the last one issued.
