I'm satisfied that MS decided to push the RTM back, I see this as a GOOD thing they recognized a serious potential issue and
decided to work things out BEFORE they decide to release this on unsuspecting ordinary users.

BRAVO MS for FINALLY doing the right thing with these major updates.

+1 for doing the right thing, but -1 for taking a week before saying anything about it.

Not sure if it was reported here already?

Announcing Windows 10 Insider Preview Build 17134 for Fast - Windows Experience BlogWindows Experience Blog

As Build 17133 progressed through the rings, we discovered some reliability issues we wanted to fix. In certain cases, these reliability issues could have led to a higher percentage of (BSOD) on PCs for example.

Taking into account rather questionable stability of 1709 release - as observed on these forums either - then we can only expect more fun ahead.

And I do not agree entirely with the enthusiasm above I'm afraid: nobody should be praised too much merely for doing their job...

Oh, don't get me wrong....I'm NOT praising them so much as expressing my "FINALLY...they get it" relief that they pushed it back due to potentially serious problems.

I DEFINITELY believe that there is a structural problem with management at the company and the
CEO Satya Nadella needs to be fired for his failure to address these problems and the resulting damage that is occurring to
    MS reputation.

What puzzles me more is why MS board doesn't bring back someone like co-founder Paul Allen as an advisor or consultant to
stop the bleeding. Bill gates has been totally silent on the lack of leadership with Satya at the helm, it's really destroying the company.
Consumers now opening hate MS overall. It wasn't this way a decade ago, there was still some good will left, not anymore.

Build 17134.1 was just installed on my desktop PC. It only receives Release Previews.

So, it would seem that it won't take long anymore before it gets officially released.

And... I can say, the upgrade went flawless. Everything is still working and my system is responding very quickly.

I saw reports of BSOD and Green screens of death with that build. Private forum that I can't link too. May just be an isolated case though.

I will only refer to it as RS4, I am having no issues with it.

It's early day for me, but I tested most of the software I use regularly already, and everything seems to work

And, finally, you can tell Cortana to shut down, restart, ... the PC. I have been waiting for this since Cortana became active.
