We must remember Dona uses female logic which baffles most males. On the grounds that 16299.15 was issued as a build upgrade, not a cumulative update, it would be entirely logical from Dona's viewpoint to issue 17334 (or whatever) as a cumulative update, not a build upgrade. .

Not really even a (semi) official source.

This and every other source that has this information points it all back to Zac Bowden's statement. Dona Sarkar has addressed Him but to date there is nothing but the build in Builds Feed from MS.
