Could someone tell me what a "blocking bug" is exactly? I assume it implies that something is bad causing the update to be "blocked", or to stall the release?
Your assumption is correct, its simply a generic term for a problem/bug serious enough that it causes them to delay deployment of updates/software until they fix it.

Do you think build 17134.1 will be released as an cumulative update to 17133.1/17133.73 or as another full release for Insiders?

I guess the news about the blocking bug means I will hold off doing an in-place upgrade from the 17133.1 ISO I downloaded over the weekend then? I have a few relatively minor hiccups from the 16299.334 to 17127.1 to 17133.1 upgrade that I would like to fix, one being an issue with Cortana's suggestion page where the actual suggestions text is invisible unless I mouse over it. Cortana works fine otherwise when searching but the issue is annoying me, especially as I've just found that it works fine from a second account (tested with local and Microsoft account).

Builds can't be released as cumulatives. They either release a new build, include any/all fixes etc. in a cumulative, or both. They're not interchangeable. afaik......

Well I suppose it will depend on where the "Bug" is ( I do hate the use of the word Bug to describe an issue that only affects some systems ), If it's got to be removed from all copies then it should be released as a full upgrade, but considering that as the majority of systems do not have One standout issue then I would expect it to be sorted with a Cumulative Upgrade to the full RTM release
