Has there been an actual statement from Microsoft saying it will be released tomorrow?

I have not seen one yet. And I'm certain if there were one, Tenforums would be one of the very first places for it to be posted, in it's own thread, before the ink could dry! Guaranteed! :)

If there is one, please point me to it.

I wouldn't be surprised if it gets released tomorrow. For some reason UUPDump is not working and they have have a Retail option listed on the web page.

Doesn't seem like good practice to not warn their user base first like they did with the other updates.

Except for security updates I feel we should have the choice to decide if and when we want to update.

Open Update and Security, then at the bottom click on Advanced options. Change the box there to "Semi-Annual Channel"

This will make the PC wait a while before it downloads the updates. I am not sure how long but I have mine set that way. I plan on reading the issues with it before I install it. I can count on these wonderful forums here to get all the info I need about the SCU before I install it.

If you don't want to wait for the Spring Creators to be released this month, then yes you could join the Insider program to get it, and stop getting preview builds once you do.

I think MS should be telling us when this is being released to the general public. Seems a lot more shrouded in mystery than previous feature updates
