I got this at first, then went to settings, updates and recovery, windows Insider Programme, and made sure I was set to get Insider builds, and changed option to recieve skip ahead, then rebooted, and tabs now appeared.
Thanks! That actually worked on my tablet. I could have sworn I did that on my desktop as well, but maybe not. I'll try again on my PC again tomorrow.

- When launching a supported desktop (Win32) app from a tabbed window, such as protocol/file launch or from the new tab page, it launches in a new window instead of auto-grouping to the existing window. You can work around this for now by holding down the Ctrl key while launching a supported desktop (Win32) app – note, for File Explorer, in particular, you will need to hold down Ctrl until the new tab with File Explorer appears, not just Ctrl + click and immediately release.
Thanks for this. It is really yucky that pressing the +tab opens an Edge tab. I hope they mean in future pressing tab will open second instance of app, rather than having to click on file explorer icon in task bar but I doubt it.
Getting tabs at last after 20+ years of having them dropped is good but I would like to see ability to cascade the tabs, or put them side by side.

That didn't work on my PC, unfortunately. Keep in mind I upgraded from 17115 to 17618.

Finally upgraded to 17618...after uninstalling Kaspersky Anti Virus software which caused a green screen/failed install klbackupdisc.sys.
Two issues
Store & all the apps not working (I tried the workaround which did not work!
In File Explorer I can see the + sign on open a new tab but for some reason that opens Edge
Anyone else having the File Explorer & apps issue?
Thanks Steven

Yes, edge opens on every APP that has + sign.

Why? Should not be opening a new explorer tab?

Solution was posted by @VBJP earlier.
Rather than clicking plus, hold down ctrl key, and right click on file explorer, and select file explorer in popup context menu.
Cack handed but works.

That's part of "Sets" and not classical tabs, those (for File Explorer should come later.
Ok..well I tried the @VBJP method in File Explorer, does not work as expected for me. I have read about 'Sets', but am still unclear exactly what it should do!! Anyway always interesting to try new versions.
