I have an i7-4771 myself (also 306C3) and this new batch does indeed include updates for this processor.

Installed the update. InSpectre shows I'm all protected now:

    Attachment 186002

How much did it impact the performance of the CPU?

I don't use my computer for high performance tasks, so my input on this aspect of the fix is very limited. At this point, I don't really notice a difference.

    Before update 10.0.16299.15 & after updated 10.0.16299.368

    What's the different between V2.001(v1703 & v1709) vs V2.002(v1607)?

    FYI, V1.002 (v1507)

In the Inspectre-Tool you can always switch one/both off , if you notice less performance............

Nice. I'll do some benchmarks before/after.
