From build 17090 both appear, rs_prerelease and rs4_release, Skip Ahead and Fast ring respectively, I think.

As I said in my other comment, from build 17090 both appear, I think that the announcement of D. Sarkar for us to "check our configurations regarding the rings" will soon appear on Twitter and in the Feedback hub.
