I'm not sure if someone mentioned this already but it seems as if the windows task manager doesn't correctly measure the memory for Google chrome correctly. With a couple tabs open, its at 100MB

However, process hacker seems to be able to detect it correctly.

I've certainly performed enough of those (clean installs) over the last couple of months lol...
When Windows 10 was first released, and Kari's ISO making tutorial(s) came out, about every third or fourth Build saw me clean installing, since I don't put a whole lot of stuff on my Insider machine.

Now I don't do that as often ... only when I think a clean install would make a difference in how it's running.

Here you go, This is with my bios still commanding 4.4ghz and even putting the system under full load it's just stuck at 3.8ghz.
What I have noticed is when 17063/83 got installed it installed a new version of the Intel IMEI firmware. I can uninstall it from add/remove programs, reboot and try to install the IMEI from my motherboard manufacturer but it won't install as it says it's already installed. I know the IMEI firmware has a lot to do with how the CPU is controlled in Windows.
I'm certainly not one to talk about overclocking (scares the bejebers out of me), but sometimes I get hit with something that makes sense, even if I know nothing about it.

I'm thinking the firmware disabled your overclock status and took it back to OEM status.

Just a thought, probably nothing to do with it, but give a quick check here to make sure nothing got set wrong.

That was one of the first things I checked when I installed 17063 and even this build. Everything is set up exactly the same as it was in earlier builds as far as power management.
No matter what I do I cannot install an older version of the IMEI firmware, it will fail to install and re-install the newest version. I sent a bug report in the feedback tracker but if I am the only one seeing the issue I doubt anything will come of it.
