Only for AMD, right? No need to mess with it for Intel if you have winver 1709 (OS Build 16299.192)?

No bad effects even if you do install on an Intel system though.

I backed up then gave it a try. If anything my system seems a bit faster but that's probably a placebo effect :)

There appears to be nothing new in this 16299.194 update apart from the fix for the AMD processor bug. If you have a functional 16299.192 you don't need this.

I'm going to ask a dumb question, but my computer is in a unbootable state right now, how can I install this update? I have been hit with the inaccessible boot device since last Thursday. (Have AMD CPU), but can't get into WIndows.

After you do a clean install windows update will check for the latest updates. You only need the latest cumulative update because that includes all the previous fixes. If windows update finds and installs KB4056892, 16299.192 then you don't need this one, you already have the latest fixes.

If you have one of the AMD processors that were affected by the bug in KB4056892 then windows update is blocked from installing it, instead you'd get the previous 16299.125 update. In that case you do need this update to get the latest fixes.

Thanks DoGie, I installed it with no ill effects, if there would I would think it would not install. My system seems faster as well
