How to make bootable ISO?

    Bear with me I'm high as a kite. I had a Veracrypt Rescue Disk files but in ZIP instead of ISO, I copied the files (an EFI folder) into an ISO with PowerISO but it was not bootable so it didn't load in the VM. I needed to know how to make it bootable.

    I tried WinISO which failed, ImbBurn latest version is 2013 so it didn't support UEFI and all other tools like Rufus or PowerISO can make bootable media but not bootable ISO. I didn't have spare USBs so I needed this, but I sacrificed an old USB anyway, then converted that to an ISO which worked in the VM. I still had to convert the Windows installation to MBR because I kept getting a black screen but meh.

    Is anybody familiar with that?

    Looks like grub4dos
    I have no idea how to create an efi bootable iso from those.

    If the files in zip are those in FAT32 ESP partition. You can try extract the files from zip and create an img file use espack tool

    After that copy the img file to Ventoy USB and boot it.
