I agree with NavyLCdr.
I think the error you are being shown is just Windows doing its best to explain the problem despite not understanding what's going on.
I assume there wasn't a Hash code for you to check the downloaded ISO against?

It should mount the iso on a virtual ODD. There is no partitions.

My solution is to open the iso or the image with 7 zip and extract to a folder.
By way of comparison, can you use e.g. this freeware prog to mount it?

You error message for you, screen OCR'd for search purposes:
The disk image isn't initialized, contains partitions that aren't recognizable, or contains
volumes that haven't been assigned drive letters. Please use the Disk Management snap-in to
make sure that the disk, partitions, and volumes are in a usable state.

Try mounting it using Powershell an see if the error message tells you more:

The conclusion of that thread would suggest you should try
an in-place upgrade repair install which keeps all progs and data and most settings
In your case, since you can't mount an iso file, create a bootable Win 10 install disk.
Boot your PC normally then insert that disk.
Browse to it and run setup.exe

I thought you were referring to a single problem ISO file.
Does SFC help?
Does the problem happen in another user account?
Does the problem happen in Safe mode?
If not then I think that, as dalchina suggests, you could usefully try a Repair install.
But I suspect you might have already tried this.

I ran sfc /scannow and it couldn't fix
Dism /Online /Cleanup-Image /ScanHealth said it could be fixed
and
Dism /Online /Cleanup-Image /RestoreHealth seems to have fixed
