There are multiple utilities, including a latest working Opera.
I recommend you install 7-Zip as well, that way you can unpack all kind of archives, like 7z and rar.

I'll install from scratch now.
All that recycling of the older VM leaves you with some nasty hiccups.
Oh lord, déjà vu... the UAE, the specialty of M$. Cost me clients and reputation.

Use the latest version of Chrome or Firefox with KernelEx compability layer.
I could use PCem but I don't know how to setup W98SE in PCem.
It is more work in PCEm than a traditional VM. One of my preferences for PCEm, at least in Windows is that no installation is required. You can run it from a USB stick. It took me a while so I didn't get to test Youtube much. I did install KernelEx then tried K-Meleon 1.6, K-Meleon 74 & Opera 10. Youtube wouldn't load. I knew is was longshot anyway. I didn't bother with Chrome since it can't connect to any HTTPS sites in Windows 98.
Seems to be running fine with the exception of some missing ECP parallel port driver and ACPI so it doesn't shut down automatically, gives me the "It's now safe to turn off your computer" after shutting down.
Maybe when I have more time I'll work on fixing that, definitely a low priority.
Anything after W98 is do-able in a VM. W98 has a particular problem of not having CD Rom drivers unless you go into "Dos Mode" e,g mcsdex.exe or whatever. You can do it with difficulty but it's not that easy.
Win Millenium, W2K ( Win 2000) etc are much easier to get running as VM's --SATA, AHCI and CD ROM drivers all work so no problem there.
It's actually mega hard to get W98 SE to run as a VM on any sort of VM software with CD ROM support -- can be done of course but not easy.
The VM images available over the web work of course but since they rely (or at least all the ones's I've seen) on protected drivers being excluded from the install - you won't get CD ROM support unless you find some way to install after OS installation.

I'll have to try this when I have time - I was able to access the physical CD-ROM from Windows 98 SE in MS Virtual PC with XP as the host. That was a while back and this PC has no optical drives so I'll have to plug in a USB DVD and see what that entails. Not anytime soon though, I gotta get back to work!

That's maybe a good idea to test in PCem: force ACPI during install.

It boils down to launching setup with:
If it works, why not. I'll check my install on PCem when I get the time.
But if I recall, I did always had the "It's now safe to turn off your computer" visible in PCem.
In my case on the current VM I should try to fix shutdown in QEMU or last resort to try without ACPI and install Rain...
