I've done this with Win95 and Win98...
No need to reinstall from scratch, re-use the VM from VBox in VMware.
Most hardware will have to be reinstalled and you will get some nasty 'next' - 'next' - 'finish' - 'browse' - 'restart' challenges.
In the Virtual Media Manager.
Select your disk -> Copy -> change format to VMDK.

Also, Win95 doesn't detect the cd-rom drive so I can't install VMWare Tools.

I reinstalled again Win95 because of corrupted drivers. I just bonked to keep changing .img files time to time. So I extracted the files and I used VBox to copy that files to an vmdx file.

If it works for you like that then all good.
The VM re-use method requires you to reinstall most drivers. There is no corruption, all normal.
You just follow the instructions, continue from that blue screen further with compatibility drivers.
It will detect the CD later when al base drivers are installed.
You can redirect all that ask for inf files to the Windows install folder C:\Win...\SYSTEM\... CD drivers are here.
The VM tools can only be installed after the CD gets detected and installed. This is a generic OS driver and can be found without external driver packs.
Another problem. The SMB1 driver doesn't install. Even I insert Windows 95 Disk 18. If I reboot or cancel, an corrupted driver appears. So I need to get my MS-DOS disk and the vhd that I used to install Windows 95 and I need to reinstall Windows 95.

Just get the basics running well in the VM. Do you use it online? Not me.

Sorry, I can't help with MS DOS floppies, I don't have such VMs neither.
