Surely this is related to using Win10-hack WMC, as well as using Ceton Win8.1 drivers that were not designed for Win10. It's really a fingers-crossed situation all around. Certainly strange that what was there last week is not there this week.

But can't you use the Ceton card with NextPVR, at least for non-DRM channels, through the Ceton Win8.1 driver? Whether or not the Ceton card has traces of it appearing in Device Manager, I wouldn't be that concerned. I'd only be concerned if the card itself was genuinely unusable and wasn't performing or usable by NextPVR at all.

Did you ever have success playing DRM channels through an extender using Win10-hack WMC and the Ceton? I know you can't play it on a local Win10 monitor, but can you (or could you ever) play live/recorded DRM content at an extender using win10-hack WMC?
