    It is also possible, that you current security software is blocking it.

    But I am afraid, that if files are encrypted, you can not get them back.

    For the future reference, always backup your files, at least to cloud services.

    isn't there any third file software for me to deryp those photos ?

    If it was encrypted using Windows EFS, there might be a chance.

    Recover Encrypted Files on NTFS Drive | EFS Recovery Tool - EaseUS

    Or try some recovery company, I do not know any specifically, something like:

    How To Recover Encrypted Data - Secure Data Recovery Services

    All i did was create a locker.bat filenusing that long code i saw on internet..it created a cmd file which i opened and it asked for a pasword...after which my folders used to open up right away..now even if i open it as administrator...the cmd file open right away and disappears instantly....i am really worried those files really are priceless to me..rightnow i am trying to install windows 8.1 hoping it might work 😔😔😔
