locker.bat not opening

sir I really really need to open that bat file..i really cant afford to lose it...its on E drive...if I change my windows to windows 8 or seven will it work sir ?

if I unhide the hidden folders from control panel the folder of all my data appears but the phots cant be opened

noticed another thing..if I create another file via notepad of batch type....it doesn't open after 3 times aswell
