What happened when you tried?
Just to verify, did you boot from Windows 10 installation media (ex: USB) to do Option 4 with?
Ah, ok. That would be why it wouldn't let you then.

If you had an administrator account to sign in with to do so, you could. However, you wouldn't need to then.
Just to note, you can create the Windows 10 installation USB on any computer to be able to use on your computer.
If you wanted to keep your data, then you should enable the built-in Administrator account using the steps in the tutorial I posted above.
There's no need to remove the hard drive. You could reset Windows if you like, but you will lose all your files and data.
