You must have a badly corrupted system. You may want to attempt to do a system recovery.

Did the system come pre-installed with Windows 10, or is this you're own installation?

I upgraded from Windows 7. When Win 10 was first available for download I upgrade and have never had any problems until I decided today I wanted to create a local standard account rather than use my Microsoft Admin Account w/o signing in. Everything has been fine.

"Windows resource protection did not find any integrity violations". It finished - showed no progress.

That's what my problem was: I've been using my Microsoft Admin Account w/o signing into Windows, and wanted to created a Local Standard Account for security reasons. I mistakenly created a Local Admin Account, and thought I could just go and edit the original Microsoft Admin Account.

    Here's what I did:
Tried to add local standard account with sign to Windows, but it changed to local admin account and original MS admin account was gone. I figured I had edited the original MS admin account so I went into the local standard account through command run netplwiz and edited the username and password, telling it sign in to Windows. Under Computer Management window, it shows the Administrator account under ADMINISTRATOR and I cannot open Settings, Control Panel or add another account. I tried to add new user under Computer Management, User, Add new User and it let me change the password when I changed between Admin and NewUser when I opened up Start but no access is given to newuser account, failed. Let me change password upon login though.

You will need to download the Windows 10 media creation tool, and then download the latest Creators update. It will give you the option to save to a USB or create an ISO to burn to a DVD.

Well there is obviously problems with your system if you can't do anything.

Are you logged in with the administrator account still?

If you have restore points available, you could try to revert to a previous restore point to restore back to before you made the changes, if what you did was recent

Yes, I'm still logged in with the local admin account I created. I was afraid to sign out.

Okay, tell me about the Windows 10 media creation tool and I haven't read up on the latest Creators update yet. I'll have to go get another USB or more DVD's.
