I have thought this often, even sent some feedback to Microsoft. It should be impossible to delete an admin account or demote it to standard user if no other admin accounts exist.

The Windows NT branch has always been designed so that you cannot remove or downgrade the last administrator account, this is modified in later operating systems in the series that use UAC, that has the extra hidden administrator account which cannot be removed.

I think that under certain circumstances the last Tokonised Admin account can be removed because the Hidden administrator still exists although it may be totally non accessible to the user

That's my point; it looks as if logics behind this is that because the built-in admin always exists, last local admin account can be removed. Although advanced users know how to work around this, for most normal users that makes Windows almost inoperable.
