Stop "fats boot" and the issue should go away. Solution suggested by prbigo91 on this forum.
To stop the fast boot, click on this link for step by step instructions. Fast Startup - Turn On or Off in Windows 10

I've been experiencing the same problem as you for a week.
Did you solved it? If yes, in which way? Turning off Fast Startup?
Thanks in advance
Yes, I turned off Fsat Startup and it has been fine for more than a month now, no issues, and I don't notice any change in boot speed, it is as fast as before
I turned off Fast Startup; I haven't encoutered problem since then but only after shutting down the laptop.
When I turn on the pc from Standby Mode, I didn't get the Login Window.
Does this happen to you as well?
The computer that showed the problem is a desktop, thus i never use "sleep" or "hibernate", I always turn of the computer completely. I will try using "sleep" to see if I won't get the login screen... stay tuned..
ooops... if i use SLEEP the login screen won't show up... need to do a shut down. Interesting. It might be connected to the fact that there is no "fast boot" file....
I don't think so! Before I turned off Fast Startup, login screen didn't show up after both situations (shutdown and sleep) and then I always had to re-start my laptop in order to properly log in.
Now I got this problem just in case of sleep mode, because I turned off Fast Startup as you suggested. So, at least, the problem is halved!
I don't know sincerely what to do now (I must say that my Win10 has several annoying "little" problems), I hope that Microsoft Community could help me. I'll keep you up to date.

ran into the same problem people are having in this thread on a laptop i was working on. it had a program call hp simplepass installed. removing it fixed the problem.
