    Can you add another local account and then change that account type to administrator?
    User Account - Add in Windows 10 - Windows 10 Forums

    Then, after changing the new account type to administrator, log into it temporarily and see if you can install the printer. That will tell us if it is a Windows 10 user account problem, or a problem with the printer software you are trying to install.
