    Change another users password (I'm an admin & theirs is a local acct)

    Can this be done?

    Win key + R and run control userpasswords2 - select the other account and click the 'Reset password' button.

    Or go to Control Panel - All Control Panel Items - User Accounts and click 'Manage another account'.
