Please take a look at this post. It has fixed the problem for me.

It has absolutely nothing to do with your account. It has to do with Cortana and MS no being able to access all your contacts, camera, microphone, location, and advertising ID. If you turn any of these 'OFF' for a single app, or off completely, you will notified that your account needs to be fixed. When you click on the notification you will be asked for your PIN or password, after that it will reset all those privacy settings back to their default state, ALL OF THEM WILL BE ON.
Follow the instructions in the notification. Reboot. The notifications will be gone. To get the notifications back you only need to turn off a single privacy option. Go to Settings/Privacy click on any of those categories and turn off ONE single setting, and the 'Fix your MS account notifications' will return after your next reboot.

Same here.
MS have forced out an update without regard for the variety of users. Many have no issues with their account, but MS don't care about this.
They have obviously sent out updates without thorough testing, and caused their users a lot of grief.
How about changing the message to include a "don't show this message again" check-box?
Me as well...only local accounts, I do not use any "windows apps." All my apps are Windows software, desktop versions (including Skype). I do have a Microsoft Account, and sometimes I use the email from browser only (mostly for spam).
It's June 2017 and this annoying message still pops up upon login. I don't know if MS has gone insane or they're doing this intentionally - trying to grab personal info for commercial purposes - but if this doesn't get sorted out, I'll never buy Windows again. I'm not that interested on games and with the new platform agnostic APIs like Vulkan I don't think even that will be a consideration.
I payed for a license key, I installed the product and now I want to use it, so LEAVE ME ALONE MICROSOFT!
