In my case, I am fine with logging in, and as far as I am aware, I have no issues with my account. Any other ideas?
Last time I checked this was still your tread, since your the (OP) original poster. Other members needing help with this same issue should start their own thread and not try to hijack yours.

You've indicated you are able to sign-in to your MS account with no issue.

    Your Notification Banner message:
"you need to fix your microsoft account for apps on your devices to be able to launch apps and continue experiences on this device"

Looking at this "Notification Banner", it indicates fix MS account for Apps to launch.

Are you having any problems with you Apps not launching?

Can you use the "Store" to download Apps?

And can you do this while signed in with your MS account, not your "Local Account?"

Well, this thread comes up first in Google if someone searches for a solution. But, I see your point. I'll let OP post his thoughts.

But if someone is curious, here's an idea how to silence that popup:

Hi all, I just fixed this problem. Some time ago I had changed the alias on my MS Account to an email that was different than what I used to originally install Win 10. As it turns out that was the problem. I logged into my MS account and added my old alias email back and then changed to to be the primary alias. Now that agrees with the default dialog alias that is stored on my PC. I still login to my PC with a local account but I login to the store with my MS account. I hope this helps.

Glad you fixed it. Now maybe others will follow your lead of actually looking for the problem and fixing it like you did!

I have never actually used the store before, but tried it just now as per your suggestion. I am always signed into my microsoft account, and could see my avatar/profile picture at the top of the store indicating I still was. Upon opening the store, the same window as before saying 'Please wait' flickers in and out of existence, before stopping at 4 or 5 attempts. I tried to install a free app but was greeted with the message below.

I've tried a few of the suggested fixes for this I found online, including resetting the windows store cache, re-registering all the apps, running the microsoft store diagnostic tool, adding my birthday to my profile (it was already there), but to no avail.

After trying these things I came across another suggestion, to sign out of the store, attempt to install an app, and sign back in when prompted. This gave the following error.

Thanks for the suggestion, but tried that before - no luck.

    Hello WhiteBloodCell,

Hmmm...possibly a corrupt user profile. Try signing out of the user profile your having Microsoft validation issues with. Then, switch Windows User Account, go back to the create MS account page, create another MS account, see if you can then sign-in.

Another option is to call Microsoft and have them delete all your accounts, you may have a corrupt MS account.

Finally, try using a different computer to sign in to MS.

What, you say none of my suggestions worked.

Called Microsoft in the end. The solution was to temporarily convert to a local account (Settings->Accounts->Sign in with a local account instead), without setting a password for it (don't think it matters though) when it prompts you to create one. I created a new local account as I didn't have one previously. Restart the computer. Open up the Store and sign in with my Microsoft account (I was prompted to create a pin for my account when I did, again don't think you have to though). Switch the local account back to my Microsoft account (Settings->Accounts->Sign in with a Microsoft account instead). So the store issue is fixed, and hopefully the notification issue also. Haven't seen it in the 10 mins since I did the above.

Hopefully this solution can help others.

I also use only the Local Account and had the same problem with this toast notification, every time I signed in.
As @Clintlgm has mentioned, repeating notification - Windows 10 Forums, I solved the problem by doing the following:

Go to: Settings > Privacy > General
Set to OFF “Let apps on my other devices open apps and continue experiences on this device”
Set to OFF “Let apps on my other devices use Bluetooth to open apps and continue experiences on this device”
