Hmm...
I remember that Staples has a tool for their techs (from Microsoft) that can Reset Login Passwords.
It would be for Win 7, 8 and 10, as part of their Tech Services.
If there is one by you, it might be worth a call to them first and verify what I have just said.
If so, don't expect them to do it for free, lol.
