Use option 4 here to enable the built-in administrator account:
Administrator account - Enable or Disable in Windows 10 - Windows 10 Forums

Use the built-in administrator account to change your user accounts to administrator type. Go back and disable built-in administrator account.

No. You use the Windows installation USB/DVD to boot the computer and get into command prompt. The tutorial never said anything about re-installing Windows.

https://www.tenforums.com/tutorials/2...dows-10-a.html The tutorial NavyLCDR linked you to has links out in color that you can follow for a number of items, including what I linked above which explains creating a Windows Install USB Flash Drive.

With what? The USB Flash Drive with Windows Installation files on it? As Navy LCDR said, boot from it and follow instructions to get to a command prompt and enable the built-in admin account so you can fix your regular accounts.
