Many times when you are restarting your computer, you can press the F11 key to get to boot menu, and you should see the option to boot to USB. Make sure your USB is inserted first.

F2 gets me to the bios screen. The only boot options is "Windows Boot Manager" and disabled.

That is the Win 7 bios screen. Win 10 is totally different.

BIOS is independent of OS.

Maybe, but the Win 7 screen gives more options than the win 10 screen. There is no option on my Win 10 screen to choose USB as a boot option. I just want to reinstall Win 10 (which is insane because this is a brand new laptop), but I have no CD and no way to choose USB. I hate Microsoft. Only Microsoft can make buying a new computer a horrible experience.

I don't think you are in the BIOS or perhaps UEFI settings. Like I said the BIOS does not depend on the OS at all. You could be installing Windows 3.11 and it would not change. Does your computer come with a manual, or perhaps you can find one on the internet. It should explain what you want to do.

I held down F8 at boot which took me to a recovery screen. I seleted "see advanced repair options". Tried to reset PC but it is asking me for a password again. I am starting to think that my id/pwd is not an admin acct and no admin acct is established on this laptop. I am still stuck but still trying things.

Freakin' Windows. So I am trying to create a Win10 installation file on my USB drive. I download the media creation tool on the d: drive of another laptop because there is no space on the c: drive. When I run it, it assumes the c: drive and gives no option to change it so I can create the Win10 install file until I free up 8G, which I can't do. Fun, Fun!
