That would be why then. It can only be done in a command prompt opened at boot after booting from installation or recovery media.
You could create a USB on another computer (ex: friends?) if you like to boot from on your computer.

Did you already create a Windows 10 installation USB using the tutorials above?
If so, or when you do, you should be able to do OPTION FOUR as posted below to enable the built-in Administrator account at boot, then sign in to that account to fix your account. :)

ok, i have flash drive - how do i boot from it to get to opt 4
only 3 options show up when I boot from flash drive (no "use a device" option). I'm pretty sure I followed how to make a usb windows 10 iso
not sure what to do now.
