Disable internet browsing for a local user?

I'm administering a bunch of computers we loan to users, so using Microsoft accounts isn't an option. In this particular case i have two local users on a Win10 pro machine, one admin and another as a normal user. I need to disable Edge for the normal user.

At first i read on about the parental controls, but those work only with MS accounts, so that's a no go. Then i read on about AppLocker, which would have been great for this purpose, but as i'm running 10 Pro, this isn't an option either.

Any ideas are more than welcome..

You could try Program Killer download | SourceForge.net
Disable access to task manager, to prevent it from being terminated.

But disabling Edge, does not disable internet, a portable browser can be used.

Thanks. Portable browser won't be a problem due to nature of our users.

The program killer, however, will prevent the use for the local admin user as well.
