When I signed into the built-in administrator, a welcome screen came up and it took a few minutes downloading apps. I didn't see any tutorial - where would that be?

I'm sorry - I misunderstood. Yes, I tried following through those steps, and the Registry Editor will still not let me rename/delete or change the security for that key.
In that case, make sure that you are the owner of the key first, then see if you are able to set the proper permissions to "Allow" administrators "Full control" of the key.

Okay, I followed those steps and it says I have full access of the key and its subkeys, but I'm still being blocked. My pc has a history of failing to recognize the administrator. A few weeks ago, I purchased McAfee and was on the phone for hours with higher level techs trying to get it installed into my pc. I just don't understand what the problem is.
That may be what I have to end up doing. I really appreciate all your time and advice!!!
I called HP to try to help me with this mess. They had me on the phone for around 6 hours while the tech did basically everything I had already tried. He finally told me I would need a recovery disc, but when I called back to get one, they told me they no longer had them for my model PC. I finally just took it to my local repair shop. They got rid of the corrupted file (which they said happened with a faulty Win 10 installation), and reinstalled Win 10 and all of my files. They did all of this for the same price it cost to call HP!
