Adding users to Win 10 home edition and admin question

I have used the media creation tool to run a win 10 computer. I did not start with a password and left it blank.
I am now at a point where I would like to
    1) Add users and passwords
    2) Add an admin password HOWEVER, the users can still use the computer without the admin login or start up login
    3) The added users will have access to the internet from the admin or startup login/password but they will not be able to see it or change it.

Are these things possible with the free media creation tool win 10?

This has nothing to do with how you burned the Windows 10 ISO image.

Do you have Windows 10 Pro or Home? If Pro, you can use Group Policy to limit the user.

You can add a new user in Settings/Accounts/Famaily and other users. You would create a Local User, or a Standard User not Admin. How to Set Up and Configure User Accounts on Windows 10

I actually did create a Win 10 Pro this time.
It does say I cannot personalize Windows without a serial number.

That means it's not activated. How did you expect to acquire a license? Did you previously have an activated (licensed) copy of Win 10 on that PC?
